MISSION STATEMENT Oscar M. Leus Law Corporation is a law firm dedicated to providing high quality and reliable general legal services to those who cannot afford the expensive legal fees usually charged by others. We believe that true equality should start with legal services that are available to those who do not have much to begin with. WHO WE ARE As former immigrants ourselves, we only had our dreams and strong determination to succeed instead of lots of money in our pockets when we came here. TheUnited States of Americahas been very good to us. Now, we just want to return the favor by helping others achieve their dreams and succeed as well. The founder of our law firm is Oscar Prudencio M. Leus. He was born in Tanauan, Batangas, Philippines. Many distinguished lawyers are from his birthplace. A few of them are: Apolinario Mabini (A Philippine National Hero and Brains of the Revolution), Jose P. Laurel, Sr. (Former President of the Philippines), Cleto P. Leus (One of his grandfathers, alumnus of the University of the Philippines, College of Law, and a former Judge of the Court of Agrarian Relations), and Zacarias R. Leus (His father, a retired agent of the National Bureau of Investigation and holds the distinction of being the second lawyer born in Talaga, Tanauan, Batangas, Apolinario Mabini being the first). After earning a B.S. in Physical Therapy degree from the University of thePhilippines under a scholarship from The United Nations World Health Organization, he served the physically handicapped in thePhilippines instead of immediately leaving for theUnited States. When martial law was declared in 1972, he received a commission as an Ensign in the Philippine Navy after graduating from the intellectually and physically grueling Naval Officer’s Qualification Course Charlie (NOQC-”C” Class 67th). He was awarded several medals for bravery in combat inMindanao,Southern Philippines as a Philippine Navy Line Officer. As a Philippine Coast Guard Officer, he worked closely with Philippine Customs and other law enforcement agents in fighting smuggling, terrorism, and other criminal activities. In 1979, he immigrated to the United Statesand passed the California State Board Licensure Examinations for physical therapists on his first try that same year without the benefit of any formal review course and after having been inactive in the profession for seven years because of his military service. He became Director of Physical Therapy in several Los Angelesarea hospitals and served as Clinical Instructor in Physical Therapy of students from the Universityof Southern California. In 1987, while working full time as a physical therapist during the day, he enrolled at Glendale University College of Law in Glendale, Californiaand studied law in the evenings. In May 1991, he received his Bachelor of Science in Law and Juris Doctor Degrees and passed the California State Bar Examinations on his first attempt in July that same year. After receiving his license as an attorney, he provided many pro-bono hours representing indigent criminal defendants and advocating for the rights of the elderly and the handicapped. That volunteer work gave him much trial court experience which became very useful in his litigation practice. He also volunteered as an assistant research attorney at a Los Angeles County Superior Court which gained him much valuable experience in the Law and Motion Department. In addition to his law practice, he is the Senior Pastor of United Christian Church. Being a physical therapist himself, he has extensive experience in the petitioning of foreign medical professionals, like nurses, physical therapists, occupational therapists, speech therapists, and other professionals. In personal injury litigation, his being a physical therapist also plays a very important role because it gives him a professional perspective as to the pains, sufferings, and treatments of his clients. It is true that there are many lawyers, but his experience as a military and law enforcement officer, as a physical therapist, as a businessman, and as pastor of United Christian Church, sets him apart. |

NON-IMMIGRANT VISAS
General Requirements for Temporary Visitors A nonimmigrant is a foreign national seeking to enter the United States (U.S.) temporarily for a specific purpose. Nonimmigrants enter the U.S. for a temporary period of time, and once in the U.S. are restricted to the activity or reason for which their visa was issued. They may have more than one type of nonimmigrant visa but are admitted in only one status. General requirements for foreign nationals seeking temporary admission include, but are not limited to, the following:
-The purpose of the visit must be temporary;
-The foreign national must agree to depart at the end of his/her authorized stay or extension;
-The foreign national must be in possession of a valid passport;
-A foreign residence must be maintained by the foreign national, in most instances;
-The foreign national may be required to show proof of financial support;
-The foreign national must be admissable or have obtained a waiver for any ground of inadmissability;
-The foreign national must abide by the terms and conditions of admission.

1. How can I become a United States citizen?
A person may become a U.S. citizen (1) by birth or (2) through naturalization.
2. Who is born a United States citizen?
Generally, people are born U.S. citizens if they are born in the United States or if they are born to U.S. citizens:
(1) By being born in the United States
If you were born in the United States (including, in most cases, Puerto Rico, Guam, and the U.S. Virgin Islands), you are an American citizen at birth (unless you were born to a foreign diplomat). Your birth certificate is proof of your citizenship.
(2) Through birth abroad to TWO United States citizens
In most cases, you are a U.S. citizen if ALL of the following are true:

-Both your parents were U.S. citizens when you were born; and
*
-At least one of your parents lived in the United States at some point in their life.
Your record of birth abroad, if registered with a U.S. consulate or embassy, is proof of your citizenship. You may also apply for a passport to have your citizenship recognized. If you need additional proof of your citizenship, you may file a Form N-600, “Application for Certificate of Citizenship” to get a Certificate of Citizenship.
(3) Through birth abroad to ONE United States citizen
In most cases, you are a U.S. citizen if ALL of the following are true:

-One of your parents was a U.S. citizen when you were born;
*
-Your citizen parent lived at least 5 years in the United States before
you were born; and
*
-At least 2 of these 5 years in the United States were after your
citizen parent’s 14th birthday*.
Your record of birth abroad, if registered with a U.S. consulate or embassy, is proof of your citizenship. You may also apply for a passport to have your citizenship recognized. If you need additional proof of your citizenship, you may file an “Application for Certificate of Citizenship” (Form N-600) with USCIS to get a Certificate of Citizenship.
*If you were born before November 14, 1986, you are a citizen if your U.S. citizen parent lived in the United States for at least 10 years and 5 of those years in the United States were after your citizen parent’s 14th birthday.
3. How do I become a naturalized citizen?
If you are not a U.S. citizen by birth or did not acquire U.S. citizenship automatically after birth, you may still be eligible to become a citizen through the normal naturalization process. People who are 18 years and older use the “Application for Naturalization” (Form N-400) to become naturalized. Persons who acquired citizenship from parent(s) while under 18 years of age use the “Application for a Certificate of Citizenship” (Form N-600) to document their naturalization . Adopted children who acquired citizenship from parent(s) use the “Application for a Certificate of Citizenship on Behalf of an Adopted Child” (Form N-643) to document their naturalization.

Bankruptcy law provides for the development of a plan that allows a debtor, who is unable to pay his creditors, to resolve his debts through the division of his assets among his creditors. This supervised division also allows the interests of all creditors to be treated with some measure of equality.
